Charlotte King, Board Chair

Partner, Snowden & King Marketing Communications

Launched in 1990, Snowden and King helps clients communicate complex business messages and achieve increased environmental visibility in the marketplace. Ms. King is considered the recognized expert for environmental marketing for parks, trees, green space, and forestry in the United States having worked with more than 300 tree organizations. Snowden & King clients include The Georgia Forestry Commission, Park Pride Atlanta, Tree New Mexico, The National Arbor Day Foundation, The United States Forest Service, The North Carolina Urban Forestry Council, Penn State Cooperative Extension, The Alliance for Community Trees and many others. In 2005 Snowden & King launched Marketing Zone, a national environmental marketing trade magazine, “linking the business and the environmental community together.” Most recently, Charlotte King was appointed to the Georgia Conservancy Board of Directors and is a 2007 alumni of The Georgia Environmental Leadership (IGEL) Fellowship Program.

Wyman Winston, Vice-Chair

Executive Director,

Wisconsin Housing & Economic Development Authority

Effective January 3, 2011, Wyman Winston was appointed by Wisconsin Governor Scott Walker as the Executive Director of the Wisconsin Housing & Economic Development Authority. Before accepting this position, Winston had served as Deputy Director for Tax Allocation Districts (TAD) at the Atlanta Development Authority. In that position, he led the effort to establish the City of Atlanta’s first commercial and retail Tax Allocation Districts (TAD) in the city’s older retail corridors and created the City of Atlanta’s New Market Tax Credit (NMTC) with a focus on revitalization of the city’s underdeveloped Central Business District. Mr Winston has also previously served as the Deputy Executive Director and the Director of Housing for the Portland Development Commission and the Director of Emerging Markets for Wisconsin Housing & Economic Development Authority.

David Jackson, Treasurer

President & CEO, The Center for Working Families, Inc.

David Jackson is President and CEO of The Center for Working Families, Inc. where he leads the organization’s efforts to help end poverty for hard-working families and their children.  Mr. Jackson has more than 25 years of experience in workforce development, affordable housing and community economic development most notably as Assistant Housing Commissioner for the City of New York. In doing this work,  Mr. Jackson has taken special interest in creating business ownership opportunities for residents of underserved communities. He serves on several committees and boards including the Atlanta Micro Fund and the Metro Atlanta Chamber of Commerce Regional Education Policy Committee.  He holds a degree in architecture and received his MBA from Georgia State University’s Robinson College of Business. 

LaShawn Hoffman, Secretary

CEO, Pittsburgh Community Improvement Association

PCIA is Pittsburgh's community development corporation and SNDSI’s mission critical partner. Mr. Hoffman is President and CEO of PCIA and is also active on several community boards that focus on transforming neighborhoods and improving the health of communities by attracting and retaining investments and diversifying funding. He is the former Chair of Neighborhood Planning Unit –V, a member of the Atlanta Housing Association of Neighborhood Based Developers and the Atlanta Planning and Advisory Board.

David Green

Associate Principal, Perkins+Will

Mr. Green has twenty years of experience in the execution of hundreds of projects ranging from the adaptive re-use of historic structures in the southeast United States to multi-thousand acre urban design and planning projects. His work and research focuses on issues of development, particularly within an urban framework, and the creation of strategies for sustainable cities that includes aspects of public policy implementation, criteria for implementation of development controls and design guidelines as well as strategic infrastructure implementation. Mr. Green has been a member of the Georgia Tech College of Architecture Faculty since 1992 where he teaches architecture and urban design and is currently appointed Professor of the Practice of Architecture. He lectures widely on issues of urban design and planning.

Armstead L. Salters

Former Principal, Gideons Elementary School

Mr. Salters served as the Principal of Gideons Elementary School in the heart of the Pittsburgh community for 28 years. Under his leadership, Gideons pioneered the State’s Special Instructional Assistance Program (SIA). Due to the success of the pilot, the program spread throughout the school system and most of the training is done at Gideons. In 2006 Gideons was chosen as Georgia’s School of Excellence and, as a result of this honor, the U.S. Secretary of Education chose Gideons as the location to emphasize the importance of math and science education in preparing students for careers in the twenty-first century. Mr. Salters has won numerous awards for his achievements, most recently receiving the 2008 National Alliance of Black School Educations Principal of the Year Award.

Cynthia “Cindy” Swisher

CFO, East Baltimore Development, Inc.

Cynthia Swisher serves as the Vice President and Chief Financial Officer for East Baltimore Development Inc. She is responsible for developing the financial strategic plan for EBDI’s activities within the $1.8 billion East Baltimore redevelopment project, and securing structured and conventional financing for the initiative. Ms. Swisher has extensive experience structuring complex financial transactions using public/private funding. Since joining EBDI in 2007, Ms. Swisher has raised $175 million in Tax Increment and Private Placement bond financings; New Markets Tax Credits; and conventional debt and equity transactions. In addition, Ms. Swisher has extensive experience implementing and administering internal controls and financial reporting protocols required to ensure appropriate corporate fiscal discipline. Prior to joining EBDI, Ms. Swisher served as Senior Director of Finance for Struever Bros., Eccles & Rouse, a national real estate development firm in Baltimore, Maryland, and was responsible for securing $500 million in construction and permanent financing for the Baltimore and Rhode Island portfolios. Ms. Swisher has 20+ years of experience in the real estate industry. Ms. Swisher earned a Master’s Degree in Business Administration with a concentration in Finance from Loyola College, Baltimore, Maryland; a dual Bachelor of Science in Accounting/Information Systems from the University of Maryland College Park; and is a Certified Public Accountant in the State of Maryland.

Mtamanika Youngblood

President & CEO, Sustainable Neighborhood Development Strategies, Inc.

Mtamanika Youngblood is the former Director of Neighborhood Transformation for the Annie E. Casey Foundation’s Atlanta Civic Site. She is the founder and immediate past President and CEO of The Center for Working Families, Inc., a nonprofit organization sponsored by the Casey Foundation to advance its family and neighborhood strengthening work. She is the Chair of the Board and a past President of the Historic District Development Corporation, Atlanta’s leading non-profit, community-based developer of historic and affordable homes in the central city. Ms. Youngblood has been widely acknowledged for her work. Awards and recognition have come from The National Trust for Historic Preservation, The Atlanta Urban Design Commission, Central Atlanta Progress, the Georgia Association of the American Institute of Architects, the Atlanta Business Chronicle, the State of Georgia Affordable Housing Division and the National Neighborhood Coalition.
